Siliana Gaspard filed a wrongful death lawsuit … claiming that lifeguards were not prepared to protect Shad from drowning, which she says happened under government surveillance.

In her documents, obtained by TMZ, Siliana states that there was not enough signage in Venice Beach the day Shad died to warn you of the dangers of strong currents with the potential to bring you down.
Not only that, but she claims that the lifeguard towers that day were significantly understaffed and lifeguards carelessly chose to save only their 10-year-old son … and left Shad “in the water to die”.

You must remember … Shad apparently instructed the lifeguards to concentrate on saving his son, but he was gone when they returned to pick him up.
He disappeared for a few days before his body was taken to shore – but he was deservedly hailed for his heroism and sacrifice to save his son.
It’s interesting … after the tragedy, Siliana praised the lifeguards and divers who tried to save and locate Shad, saying … “We would like to thank once again the lifeguards, coast guard, divers, firefighters and police departments for their efforts.”
Based on the process, it seems that she changed her mind.
Siliana is suing LA County, the city and the state of California for unspecified damages and burial costs as well.
