There is almost nowhere in the United States where the coronavirus is not in an uncontrolled outbreak state. As health experts predict a “sudden increase” in the coming weeks, caused by vacation trips and meetings, our dire situation is expected to get even worse. But, despite national trends, there are still four states where COVID is not on the rise.
Based on data provided by CovidActNow on December 29, which uses a color-coded layered system to show the level of risk in each state, there are only a few places that are keeping the pandemic in check. When compiling the daily rate of new cases from each state, positive test rate, infection rate, ICU capacity and contracted contact trackers, the states are assigned to one of five levels: dark red, meaning severe outbreak; bright red, signifying an active or imminent outbreak; orange, meaning outbreak risk; yellow, meaning low disease growth; and green, meaning the right way to contain COVID. Currently, no state is marked in green and only four are below the level of bright red.

Washington
New daily cases per 100,000 people: 24.2
Positive test rate: 7.8 percent
Washington was once the epicenter of the COVID pandemic when the virus hit the United States in the spring. But now, the state is at an orange designation level, which means “at risk of an outbreak”. The state saw a drop in new daily cases per capita from 30.7 per 100,000 people to less than 22 in just one week, while the infection rate dropped to the lower limit of 0.87. Vermont

Positive test rate: 3.0 percent
Long regarded as a continuing pandemic success story, Green Mountain State has more or less managed to keep the numbers under control since the coronavirus began to spread across the United States. However, its infection rate of 0.92 shows that Vermont may be on the verge of an increase in COVID cases, but for now, it is the third state of the orange risk level.
