On March 20, 2020, the Golden State became the first in the country to block everything and everyone.
One year, more than 57,000 lives and an aggressive recall effort by Governor Gavin Newsom later, most Californians can finally dine at home, go to the gym or watch a movie at their local theater, but some unusual restrictions remain.
This week, the state announced that theme parks could open next month, but park-goers may have to contain their excitement. State health guidelines suggest that park officials encourage passengers to “mitigate the effects of screaming” on roller coasters.
The reopening guidelines require that all companies limit activities such as singing or shouting.

On Friday, the state health department quietly updated its youth sports rules to dictate that only one parent can watch their children’s sports games.
“Basically, it fell from outer space and they didn’t bother to explain the scientific basis for that, I don’t think they can, because I don’t think there is any scientific basis for that,” said California deputy Jordan Cunningham of the rule. “We are facing a situation where we are going to allow professional sports to meet again. You can take your family to Dodger Stadium, but you cannot take your family to a football field to watch your son play sports,” Cunningham said, according to with Fox 11 Los Angeles.
The California Department of Health also quietly banned cheerleaders from cheering on the sides of youth soccer stadiums, only to reverse the ban after violent reactions three days later.
On Friday, the health department released a clarification that “side fans are an allowed sport”. The previous rules allowed competitive fans, but not the backstage of a football game.

Since last summer, the state has employed a color-coded system to determine county-by-county restriction levels, with purple being the most restrictive, then red and then orange. State officials relaxed the rules this month, allowing dozens more counties to enter the less restrictive red belt.
Last week, 42 of the state’s 58 counties were at the red level, allowing many counties to partially open their doors to non-essential businesses.

Encouraged by the frustrations of Californians with heavy hand blocks, the Newsom Recall effort claims to have sent 2.1 million signatures by the March 17 deadline to oust the governor. The effort’s organizers needed to raise at least 1.5 million for the state to hold a special election that could topple Newsom.
In November, Newsom’s ratings reached a critical point after photos revealed the governor having dinner at the elegant French Laundry restaurant for a birthday party, while telling Californians to avoid social gatherings. Newsom’s office emphasized that the dinner would be open-air because it was in a separate structure closed on three sides with sliding glass doors, and the governor later apologized.
