He punches him in the face with a taser while his arms are immobilized.
Canadian police called for an outside investigation after a disturbing video of a violent arrest went viral.
A film posted on Facebook on Thursday that quickly spread across social media showed a 20-year-old boy being punched and having his head smashed on the floor – after allegedly running a red light on a skateboard.
The distressing video shows the man screaming for help while immobilized on the street with a policeman Barrie on top of him.

The policeman continually orders him to stop resisting and put his hands behind his back – which the contorted man clearly cannot do with all the policeman’s weight on him.
“Put your hands behind your back!” the officer orders, before reaching out to take out his taser and press it on his shoulder. “You want this?”
“Put your hands behind your back or I’ll light it”, he warns.

When he tells the skater to roll on his stomach, he can be heard answering “I can’t!”; at this point, the officer’s pistol hits the skater in the face with the taser’s grip, while his arms are secured.
Witnesses filming scream in dismay and beg the police to stop hurting him; but when a second officer arrives for support, the first gets even more violent: grabbing the skater’s hair, he turns it over before hitting his face on the asphalt, causing more screams from shocked spectators.
“Return!” the police officer roars at the witnesses: “Get away or you’re going in!”
Blood dripping from his head with two policemen now on top of him, the skateboarder tries to lift his face off the ground, and the policeman hits him in the back of the head again.

While handcuffed and upright, the 20-year-old pleads with witnesses to collect his belongings scattered across the street, before he is thrown hard into the back of the vehicle.
Although the videos do not show what led to the confrontation, witnesses said the skater was fined for not stopping at the red light; he put the ticket in his pocket and skated, causing the enraged officer to zoom in on the oncoming traffic and in front of the pensioner again, causing him to hit the police car. The policeman went down and ordered him to stop skating on the road, but the skater argued that he was not allowed to skate on the sidewalk – which would have happened when the policeman lost him, according to witnesses.
As the terrible videos spread across social media, Barrie’s police chief, Kimberley Greenwood, called for an independent investigation.

She said the department was aware of the prison videos, in which a 20-year-old Barrie man was charged with Causing Disturbance and Assault with Attempt to Resist Prison and released under the Promise to Appear and a Pledge.
“The images captured in the video are of concern to both the public and me,” she said, adding that the policeman had been “transferred to alternative roles” pending the investigation.
Barrie Mayor Jeff Lehman promised on Twitter: “I saw the videos of the violent prison on Dunlop Street. This will be fully investigated. I will not ignore this and, once we have all the details, there will be full responsibility.”
