Kyogre, the legendary Pokémon Sapphire mascot, appears as an attack boss in Pokémon Go.

Kyogre debuted alongside most Gen 3 in Pokémon Ruby and Sapphire; although it was exclusive to Pokémon Sapphire, as it was the mascot of that game. This legendary Pokémon was also linked to the Pokémon Sapphire storyline, with the evil Team Aqua planning to use its power to flood most of the world. Clearly, they were big fans of the movie Waterworld.

Kyogre, along with Groudon and Rayquaza, is a member of the Weather trio – a trio of legendary Pokémon that originate in the Hoenn region. Each member of the trio has control over a specific elemental sphere, with Kyogre being the hydropsphere, which means that he has control over all the water in the Pokémon universe.
