Durbin was involved in behind-the-scenes discussions about possible changes to the rules, but his speech on Monday – where he likened the obstruction to a “weapon of mass destruction” that is holding the Senate “hostage” – marks his most public reaction strong To date.
“Instead of protecting the perfectly balanced system that our founders created, today’s obstruction unbalances the system, giving half a branch of government the equivalent of a veto over the rest of the government. This promotes an impasse, not good governance, ”said Durbin.

Durbin noted that he was open to discussing any changes to the rules, but gave his support by returning to the “talking” obstructionist who would force opponents of a bill to be physically in the Senate floor.
“If a senator insists on blocking the Senate’s will, he must at least pay the minimum price to be present. No more calling … If the Senate maintains the obstruction, we must change the rules so that any senator who wants to paralyze the government faces at least some discomfort in the process, ”said Durbin.
