Murder of Milan Loncar: the murder suspect in Brewerytown was released from prison 2 weeks earlier

PHILADELPHIA (WPVI) – The man identified as a suspect in the murder of a Temple graduate, who was shot while walking his dog, had been released from prison on reduced bail just two weeks earlier.

Police say Milan Loncar, 25, offered no resistance when two people approached him Wednesday night in Brewerytown, Philadelphia, while walking his dog.

After his pockets were searched, Loncar was shot dead.

The arrested man, Davis Josephus, 20, lives a few blocks from the crime scene in Brewerytown.

Police said Josephus was arrested just two hours after the murder, allegedly driving a stolen car in another theft.

While four other people fled, investigators took Josephus into custody. Police say his clothes and description correspond to surveillance footage of Loncar’s murder.

Josephus was released from prison on December 29 after paying reduced bail.

Josefo was accused of a violent car hijacking by an Uber driver and paid $ 2,000 bail after a judge reduced the bond from $ 100,000 to $ 20,000.

For allegedly assaulting and threatening a prison officer while in custody, Josephus paid reduced bail from $ 1,200 after a different judge reduced the bail from $ 20,000 to $ 12,000.

In all, he paid a total of $ 3,200.

We spoke with Jane Roh, representative of the public prosecutor’s office, Larry Krasner, on Monday. Roh says that in this case, assistant prosecutors defended higher bail values, but were denied by the two presiding judges.

Roh says there needs to be more information presented at bail hearings and more information on the defendant’s background made available to the judges.

We spoke with defense attorney Chuck Peruto, who was not directly involved in these cases. Peruto says he often sees assistant prosecutors regularly vying for the highest bail possible when it comes to gun charges – usually $ 999,999.

This, he says, can dissuade judges from setting high bail.

“You can’t evenly – and don’t look at the case – ask for high bail, because you’re not going to get it all the time. Order when necessary, ”said Peruto.

Roh said that Josephus will not receive bail during his trial, as this is a case of violent murder.

The Philadelphia police say they have identified a second person interested in the murder of Milan Loncar, but have not yet released the name.
