A Texas man wanted by the police was stopped by the U.S. Secret Service and arrested on Wednesday afternoon near Vice President Kamala Harris’ residence, officials said.

Police said they found a rifle and ammunition in the man’s car, which was parked some distance away in a garage in central Washington, according to NBC 4 in Washington.

The man, Paul Murray, 31, from San Antonio, was stopped by Secret Service officials shortly after noon in the northwest section of Washington on Massachusetts Avenue, outside the Naval Observatory, where Harris’ residence is located.

Police said they arrested Murray in response to an intelligence report from Texas.

The vice president and her husband Doug Emhoff do not currently live in the Naval Observatory, as the residence is undergoing renovations. The couple lives at Blair House, near the White House.

Murray was charged with possession of a dangerous weapon, rifle or shotgun outside a company, possession of unregistered ammunition, and possession of a large-capacity ammunition feeding device.

Andrew Leyden, a former Capitol Hill official who lives near the Naval Observatory, told CNBC that he witnessed the arrest while riding on a scooter en route to the Irish Embassy to film a St. Patrick’s Day video for his YouTube channel.

“A bunch of policemen passed me at the National Cathedral,” which is very close to the Observatory, said Leyden. “What was really strange was that they were marked units and unmarked units.”

A video Leyden made of the scene showed Murray surrounded by the police, with a bicycle lying on the grass next to them.

“I saw that kind of shaggy, handcuffed guy,” said Leyden, who posted the video of the scene on Twitter.

Harris’ spokeswoman, Sabrina Singh, referred CNBC to the Secret Service when asked to comment.
