LA County votes for bill allowing Disneyland Resort and Universal Studios Hollywood to open on California Governor’s Level 3 COVID-19 plan

Los Angeles County supervisors voted on Tuesday for the Bill 420 Assembly, which aims to allow the theme parks to reopen much earlier than planned. This bill would allow larger theme parks, such as Disneyland and Disney’s California Adventure, as well as Universal Studios Hollywood, to reopen at Governor Gavin Newsom’s Level 3 Safer Economy Project.

Currently, theme parks with a capacity for more than 15,000 guests are in Tier 4 of the governor’s plan, which is not expected to be reached until possibly late 2021. The project would alter state guidelines, allowing larger theme parks to open as soon as a region was in the moderate orange streak layer, rather than the lower yellow layer.

Anaheim City Council also voted to approve this bill 6-1. The project would allow larger theme parks, such as Disneyland, to open at 25% capacity at Level 3.

Supervisor Kathryn Barger wrote a letter supporting the bill.

“With complete outdoor operations and the ability to maintain physical distance, theme parks across the country have proven that they can be reopened safely. Major theme parks across the country began reopening last summer and (there has not been) any outbreaks or spread of these establishments yet. “

Barger went on to say that it would be difficult for a densely populated region like Los Angeles County to meet the requirements to be at the minimum risk level, but that theme park operations have proven to be safe after reopening. As it stands now, the larger theme parks are at Level 4 and would not be able to reopen until there was less than one daily case of COVID-19 per 100,000 residents and a test positivity rate of less than 2% in Los Angeles County .

Disneyland officials have yet to make a statement about the approval of Bill 420, or about any possible Disneyland Resort reopening dates. Disneyland and Disney’s California Adventure have been closed since March 2020.

With Disney’s California Adventure reopening on a limited basis for a new ticket experience in March, and parts of Disney’s Grand Californian Hotel & Spa reopening in May, we may be on the way to a full reopening much earlier than we expected.
