Guterres also called for Hezbollah, an Iranian militant and political group that operates independently in Lebanon, to be disarmed.

“No progress has been made regarding the disarmament of armed groups. Hezbollah has continued to publicly acknowledge that it maintains military capabilities, ”said Guterres.
He pointed to a statement by Hezbollah’s secretary general, Hassan Nasrallah, who said in December that his group had doubled the number of precision missiles aimed at Israel. Guterres added that Israel told the UN Security Council in November that Hezbollah had an arsenal of more than 130,000 rockets and military infrastructure.
The arms embargo against Hezbollah was not effective, said Guterres, but added that the UN “was not in a position” to confirm the allegations of arms transfers to Hezbollah.
UNIFIL is tasked with monitoring the 2006 ceasefire between Israel and Lebanon, which ended the Second Lebanon War, as codified in UN Security Council Resolution 1701.
Guterres said that Resolution 1701 stated very clearly that the transfer of arms to non-state actors in Lebanon was a violation of the agreement.
While UNSC was speaking, the IDF Chief of Staff, Lieutenant General. Aviv Kohavi was on a diplomatic mission in Europe, along with President Reuven Rivlin, to help garner support against Hezbollah.
“In terms of security, the State of Lebanon is a prisoner of the terrorist organization Hezbollah,” said Kohavi.
“Hezbollah today has thousands of rockets and missiles that are armed right in the middle of Lebanon’s civilian population, with the intention of destroying the citizens of Israel,” continued Kochavi, adding that the IDF is well prepared to prevent this from happening.
