However, the response team initially underestimated how difficult it would be to fix.

Any plan initiated by any of the presidents would have been affected by organizational problems, bureaucracy, incompetence and waste of time. In this case, you have 100 million doses of the vaccine being passed on by the federal bureaucracy to 50 state bureaucracies.
