HENRICO COUNTY, Virginia – Police arrested a Chesterfield man they say is the hit driver who killed a police veteran Henrico out of service walking in Glen Allen on Saturday morning.
Police officials Henrico said Justin Regensburg, 30, was taken into custody in King William County around 11:30 am on Sunday.
Regensburg was charged with running over and escaping a busy vehicle and running over and escaping a pedestrian.
He is being held without bail in Henrico County Prison, officials said.

“This is a tragic situation for everyone involved,” said Lt. Matthew Pecka of Police Henrico. “The detectives will continue to work on this case together with the State Medical Examiner’s Office and the Community Attorney’s Office Henrico.”
Henrico police were called shortly after 11 am on Saturday to Greenwood Road in Winfrey Road to report an accident involving a pedestrian.
“The preliminary investigation by the Henrico Police Accident Team reveals that the suspect vehicle was traveling northwest on Greenwood Road when it hit the pedestrian,” said Pecka.

Officials said Donald L. Lambert Jr., a 33-year veteran of the Henrico Police who was the captain of the Division’s Special Operations Group, was pronounced dead at the scene.
Officials said he was not on duty at the time of the accident.
Henrico County Police Chief Eric English said the agency was deeply saddened by the “tragic and premature loss”.
“[Lambert] was a selfless leader, mentor and friend who served our community with pride and dedication for almost 34 years, “said English.” My thoughts and prayers are with family, colleagues and friends. “
