The totals provided by the Bureau of Prisons (BOP) and the Santa Barbara County Department of Public Health may differ due to a difference in reporting methods: the BOP reports both laboratories and clinically diagnosed cases of COVID-19, while the county reports only laboratory diagnosed cases. Laboratory diagnostics are the number of cases reported by laboratories based on the results of the COVID-19 test. Clinical diagnoses are made by doctors based on the symptoms reported by the patient and not on the results of a laboratory test.
