Governor JB Pritzker on Friday will thaw all 11 regions of Illinois from so-called Coronavirus Tier III mitigations he implemented across the state in November, when the second wave of the COVID-19 pandemic intensified.

But that does not mean the automatic return of meals indoors in Illinois. First, a region would have to qualify to exit Tier III mitigations, followed by backtracking by Tier II and Tier I mitigations. Only then would a region enter Phase 4 of Pritzker’s Restore Illinois’ economic reopening plan, where meals in indoors are allowed.

Pritzker’s layered mitigation program includes restrictions on sectors in addition to restaurants and bars, but these companies have been the most vocal about the restrictions, and their closure to in-house services was the most easily apparent change for most Illinois residents, making it emblematic of mitigations.

After Pritzker overhauled his plans to Restore Illinois in July – including dividing the state into 11 regions instead of four, and implementing a layered mitigation strategy to deal with a likely resurgence of COVID-19 in the fall – two regions saw the closure of restaurants in August. Region 4 (Metro East) and Region 7 (Kankakee and Will counties) triggered Level I mitigations when their positivity rates (based on a seven-day moving average) reached 8% or more for three consecutive days.
