Biden made comments to George Stephanopoulos of ABC News in a pre-recorded interview that aired on Wednesday morning.
“He will pay a price,” said the president. “We had a long conversation, he and I, when we – I know him relatively well. And the conversation started, I said, ‘I know you and you know me. If I establish that this has happened, then be prepared.'”

“Mmhmm, yes,” said Biden.
“So, what price should he pay?” Stephanopoulos asked.
