Oahu switched to the less restrictive Tier 3 of the city’s four-tier economic recovery plan on February 25, after being in Tier 2 since October 22. Tier 3 allows for social and outdoor recreational meetings of up to 10 people, and restaurants to seat 10 people at a table, out of five now. Honolulu Mayor Rick Blangiardi on Thursday announced changes to Level 3, including permission to reopen bars under the same conditions as restaurants and extending the curfew until midnight.

The average seven-day Oahu case count is 26 and the seven-day average positivity rate is 1.0%, according to Blangiardi.
