Welcome to the POLITICO Transition Manual 2021, your guide to the first 100 days of the Biden administration.
JOE BIDEN want to do KAMALA HARRIS feel included.
During Oval Office meetings, executive order signatures and policy speeches, she is almost always around – often inside the camera. For personnel announcements during the transition, employees were instructed to include quotes from Biden and Harris. And all administration officials refer to the “Biden-Harris administration” instead of the easier “Biden administration”.
Current and former Biden officials say the movements are rooted in Biden’s own experience as a second banana.
“The rule of thumb at the top is very clear: if he understood, she should understand,” says a senior government official. Whether the subject is “attendance at meetings or team size, that was and is the guiding principle”.
Some advisers of his time as vice president say that Biden is also trying to avoid initial mistakes that he believes BARACK OBAMA done in your relationship.
“It’s all about how he was or would like to be treated during the Obama years, especially in the beginning,” said a Biden aide when he was vice president. “To the extent that there was instability in the relationship, it was mainly at the beginning.”
At the start of the last Democratic administration and during the 2008 campaign, Biden felt that Obama and his aides had been condescending at times. They shuddered at the “Uncle Joe” meme that gained traction in Washington, feeling that it pushed a buffoonish representation of the VP.
When Biden said during the campaign that US opponents were likely to test Obama’s courage in the early months of the presidency, Obama called Biden and said he did not need such public tutoring. “I don’t need you acting like you are my Henry Higgins,” said Obama, Biden would say to his advisers later, according to the former adviser. JEFF CONNAUGHTON. (Higgins being the character of the musical “My Fair Lady” that teaches Eliza Doolitte about educated society – yes, we are big fans of MFL.)
Biden’s private reaction, he told people, was, “Wow. Where did that come from? This is clearly a guy who could restrict my role to attend state funerals or just put me in a closet for four years. According to Connaughton’s book “The Payoff”, Biden concluded: “I’m going to have to earn your trust, but I’m not going to crawl for this guy. My manhood is not negotiable. “
Masculinity – literally and as a patriarchal concept – is not an issue this time. But Biden is still trying to avoid anything that can be seen or looked like a neglect.
This letter appears to have reached other parts of the administration as well. At her first press conference Monday in New York, UN Ambassador LINDA THOMAS-GREENFIELD referred to itself as part of the “Biden-Harris administration”.
The Department of Education was referring to the “Biden-Harris administration” on its website from day one, with the Department of the Treasury and the Office of Personnel Management following the process on 25 January.
PETE BUTTIGIEG’s The Department of Transportation, however, has not been as consistent in the message. After Buttigieg’s inauguration, the department initially referred to him as the “Biden administration”. On February 25, the press release from the mentioned department Buttigieg saluting the “Biden-Harris” government’s commitment to clean transport, but elsewhere the release referred simply to the “Biden government”. Buttigieg’s office declined to comment.
Even the White House, however, has its limits on applying the broadest nomenclature. When talking about his predecessors, Biden’s advisers refer to him as “the Trump administration”.

SURPRISINGLY, IT DID NOT INCLUDE A QUOTE FROM SEAMUS HEANEY: The presidency comes with countless advantages and, for Biden, one of these advantages is to proclaim “Irish-American Heritage Month” in March. Although Biden is not the first president to issue such a proclamation – he would be the GEORGE HW BUSH, which did so in 1991, after Congress passed a law designating the month to celebrate Irish-Americans – Biden seemed to take more pleasure in this than his predecessors.
Biden’s proclamation makes reference to his own Irish ancestors: “The Blewitts of County Mayo and the Finnegans of County Louth”.
“In 1909, my grandparents AMBROSE FINNEGAN and GERALDINE BLEWITT met and married in Scranton, Pennsylvania, and passed it on to my mom, CATHERINE EUGENIA FINNEGAN BIDEN, a pride and a passion that runs through the bloodstream of all Irish Americans, ”he wrote.
Biden has long clung to his Irish Catholic roots as part of his character Scranton Joe, a hardworking man. When a BBC reporter asked you a question many years ago, Biden joked, “The BBC? I’m Irish.”
FIRST TRANSITION MANUAL – ACLU is launching a purchase of six-digit print and digital ads starting tomorrow, pressing Biden to sign an executive order giving transgender, intersex and non-binary people the option to register their gender as “X” in federal identities, in instead of “M” OR “F.”
It is the largest ACLU ad purchase targeting the White House or the federal government on any LGBTQ issue and the biggest ever for a trans justice issue, according to the group. The ads will be focused on DC, with digital ads in Washington’s media spaces, search ads and some print ads on local LGBTQ vehicles.
“With a single touch of the pen, President Biden can provide the necessary clarity to government agencies and send a message to transgender, intersex and non-binary people across the country: We see you and recognize you for who you are,” said ARLI CHRISTIAN, campaign strategist for the ACLU’s National Political Advocacy Department.
ACLU will send letter to the White House on Tuesday urging the government to “quickly take this simple but essential measure to ensure equity, prevent discrimination and alleviate unnecessary administrative burdens across the federal government”,
DON’T WORRY ASK: Reuters report on Sunday that Mexican President López Obrador – or AMLO, as he is known – must ask the Biden government for part of the United States ‘vaccine supply during the bilateral leaders’ meeting today.
On Monday, the White House close that idea. “The president has made it clear that he is focused on ensuring that vaccines are accessible to all Americans. This is our focus ”, press officer JEN PSAKI said.
SEPARATE FAMILIES CAN STAY: Biden government task force to reunite separated families on the border under the command of the president DONALD TRUMP will allow these families to come together and settle in the United States, Secretary of Homeland Security ALEJANDRO MAYORKAS said today. “We hope to bring families together here or in the country of origin,” Mayorkas said at a White House press conference, SABRINA RODRIGUEZ.
More than 5,500 families were separated under the Trump administration, and Biden took over with the parents of more than 600 children yet to be located. Mayorkas said that approximately 105 families have been reunited recently.

MIGUEL CARDONA became a prominent national figure after being chosen for Biden’s Secretary of Education, but his father, HECTOR CARDONA SR., is a kind of celebrity – at least a local in Meriden, Connecticut.
Cardona’s father served in the local police force for three decades and was often recognized in the city for his thick mustache, according to the Meriden Record Journal.
In fact, his mustache won a worldwide contest on Facebook for the best police mustache in 2013, the same year he retired from the police force. See the ‘stache for yourself here.
With his neatly trimmed goatee, Miguel maintained the family’s facial hair tradition, but he has a lot of work to do if he wants to match his father in style points.
What do you think, Miguel, maybe at the next Movember?
JIMMY CARTER won three Grammys – one for his autobiography “Faith: A Journey For All” in 2018; another for “A Full Life: Reflections to the Ninety” in 2015; and another for “Our Values in Danger: America’s Moral Crisis” in 2006.
All three The awards were in the category of Best Spoken Words Album. He has been nominated for a Grammy in that category nine times.
