The Legal Decree CCCXCVIII on Public Health Emergencies, published on February 8, determines that the Vatican health authorities “may consider it necessary to implement a prophylaxis that implies the administration of a vaccine to protect the health of citizens, residents, workers and working community. “
The legislation stipulates that employees “who, for proven health reasons, cannot submit to the vaccine administration” can be assigned “different, equivalent or, in their absence, inferior tasks, guaranteeing the remuneration corresponding to the functions of source”.
The law makes no exception for “conscientious objectors” to the abortion-contaminated Pfizer-BioNTech vaccine, rather it states that “workers who, without proven health reasons, refuse to submit them are subject to the provisions of Article 6 of the Rules for the Protection of Human Dignity and Fundamental Rights. “
Article 6 of the 2009 Vatican legislation above, while not specifying vaccination, states:

The decree runs counter to a December statement by the Congregation for the Doctrine of the Faith (CDF) “on the morality of using some anti-COVID-19 vaccines” clarifying that “vaccination is not, as a rule, a moral obligation and that therefore, it must be voluntary. “
The latest Vatican decree, registered under the General Regulations category on the Legislation and Regulations page of the Vatican City State government website and signed by the President of the Pontifical Commission for the Vatican City State, Cdl. Giuseppe Bertello, surprised employees and residents.
Despite Pope Francis’ feminist rhetoric, the decree does not take pregnant women into account.
Multiple sources working at the Vatican told the Militant Church that they were unaware of “clandestine” legislation and no e-mail or letter was sent to officials in the Holy See or the Roman Curia.
