“I’m going to spray you with pepper spray and I don’t want to,” said a police officer. “Then sit down.”
“Please don’t,” says the girl.
“This is your last chance, or the pepper spray is getting in your eyes,” said a police officer.
A police officer tries to persuade the girl to get in the car.
Soon, a policeman, and then a second, can be heard saying, “Just spray it.” Seconds later, one of them does this and closes the door while the girl screams, “My eye is bleeding.”
In the sequence, the police officer sits in front of the car and says to the girl, “You did this to yourself.”
“It’s burning my eyes,” says the girl.
“This is the purpose of pepper spray”, says the policeman.
Donald Thompson, a lawyer for the girl’s family, said the new video was “much more disturbing” than the previous ones.
“The lack of humanity is incredible,” he said.
The Democrat and Chronicle, a Rochester newspaper, estimated that an ambulance took about 15 minutes to arrive after the girl was sprayed with pepper and that it took 23 minutes for one of the handcuffs in which she had been placed to be removed.
In the shoot, after the ambulance arrives, a policeman tries to comfort the girl.
“I know it doesn’t look like it right now, but you’re not in trouble right now,” he says.
