Biden has signed 42 executive actions since taking office. Here’s what each one does

‘Memorandum on protecting women’s health at home and abroad.’ The “Mexico City Policy” rescinds a ban on US government funding for foreign nonprofits that perform or promote abortions.

The memo also directs the US Department of Health and Human Services to take immediate action to consider rescinding the Trump administration rule that prevents health care providers in the federally funded Title X family planning program from referring patients for abortions, from according to the Biden administration.

Environment

‘Executive Order to Combat Climate Crisis at Home and Abroad.’ It seeks to consolidate the climate crisis at the center of US foreign policy and national security. Most notably, he instructs the interior secretary to stop signing new oil and natural gas lease contracts on public land or offshore waters.

The request also:

  • It instructs the Director of National Intelligence, Avril Haines, to prepare a national intelligence estimate on the security implications of the climate crisis and directs all agencies to develop strategies to integrate climate considerations into their international work.
  • Establishes the National Climate Task Force, bringing together leaders from 21 federal agencies and departments.
  • It is committed to environmental justice and new clean infrastructure projects.
  • Starts the development of the emission reduction target.
  • Establishes the special presidential envoy for climate in the National Security Council.

‘Executive Order on the Establishment of the President’s Council of Science and Technology Advisors’. Reinstates the President’s Council of Science and Technology Advisors. Moving forward, the board will advise Biden on policies that affect science, technology and innovation.

‘Memorandum to restore confidence in government through scientific integrity and evidence-based policy making.’ The director of the Office of Science and Technology Policy is responsible for ensuring scientific integrity in all federal agencies.

Agencies that supervise, direct or fund research are tasked with appointing senior agency staff as scientific directors to ensure that the agency’s research programs are scientifically and technologically sound.

‘Paris Climate Agreement.’ It resumes the Paris climate agreement, the historic international agreement signed in 2015 to limit global warming.
‘Executive Order on the Protection of Public Health and the Environment and the Restoration of Science to Tackle the Climate Crisis.’ Cancels the Keystone XL pipeline and directs agencies to review and reverse more than 100 Trump actions in the environment.

Equity

‘Executive Order to Promote Racial Equity and Support Disadvantaged Communities through the Federal Government. ” He rescinded the 1776 Commission of the Trump administration and directed the agencies to review their actions to ensure racial equality.

‘Executive Order on Preventing and Combating Discrimination Based on Gender Identity or Sexual Orientation.’ Prevents discrimination in the workplace based on sexual orientation or gender identity.

‘Memorandum of Condemnation and Combating Racism, Xenophobia and Intolerance Against Asian Americans and Pacific Islands in the United States.’ Recognizes the increase in discrimination against Asian Americans and Pacific Islanders in the past year, guiding HHS to consider issuing guidelines on best practices to improve “cultural competence, language access and sensitivity to AAPIs” in the Covid-19 response the federal government.

The memo also guides the Department of Justice to partner with Asian American and Pacific Island communities to prevent hate crimes and harassment.

‘Executive Order on the Reform of Our Incarceration System to Eliminate the Use of Privately Operated Criminal Detention Facilities.’ Instructs the attorney general not to renew federal contracts with private prisons.

‘Memorandum to Repair the History of Discriminatory Housing Practices and Policies of the Federal Government and Our Nation.’ Instructs the Department of Housing and Urban Development to review the Trump administration’s regulatory actions regarding their effects on fair housing and then “take the necessary steps” to comply with the Fair Housing Act.

‘Memorandum on Tribal Consultation and Strengthening Nation-to-Nation Relations.’ It recommends that federal agencies “engage in regular, robust and meaningful consultations with tribal governments”.

‘Executive Order on Training All Qualified Americans to Serve Your Country in Uniform.’ It reverses the Trump administration’s ban on American transgender people joining the army.

‘Executive Order to Secure the Future is Made Across America by Workers Across America.’ It strengthens Buy American rules by closing loopholes and reducing exemptions granted for federal purchases of domestic products.

‘Executive Order on the Protection of the Federal Workforce.’ Restores collective bargaining power and worker protection for federal workers, and lays the foundation for a $ 15 minimum wage.

‘Executive Order for Economic Relief Related to Pandemic COVID-19.’ He asks for help for those who are struggling to buy food, have not received stimulus checks or are unemployed.

‘Pause in the payment of federal student loans.’ Extends the existing pause in student loan payments and interest to Americans on federal student loans until at least September 30.

‘Extend eviction and foreclosure moratoria.’ Extends the existing national moratorium on evictions and foreclosures until at least March 31.

Covid-19

‘Proclamation on Suspension of Entry as Immigrants and Non-Immigrants of Certain Additional Persons Who Are at Risk of Transmitting Coronavirus Disease.’ Restores Covid-19 travel restrictions for individuals traveling from Brazil to the United States, Schengen area, United Kingdom, Ireland and South Africa.

‘Memorandum to Extend Federal Support to the Use of the National Guard by Governors to Respond to COVID-19 and to Increase Reimbursement and Other Assistance Provided to States.’ Instructs the Federal Emergency Management Agency to expand reimbursement to states to fully cover the cost of National Guard personnel and emergency supplies.

‘Executive Order on a Sustainable Public Health Supply Chain.’ Speeds up the manufacture and delivery of vaccination supplies, tests and personal protective equipment.

‘Executive Order on the Establishment of the COVID-19 Pandemic Testing Council and the Guarantee of a Sustainable Public Health Workforce for COVID-19 and Other Biological Threats.’ Establishes Pandemic Testing Board to expand US coronavirus testing capabilities.

‘Executive Order on Improving and Expanding Access to Care and Treatment for COVID-19.’ Establishes a pre-clinical program to drive the development of response therapies.

‘Executive Order on ensuring a data-based response to COVID-19 and future threats to public health of high consequence.‘It improves the collection, production, sharing and analysis of coronavirus data across the country.

‘Create more vaccination sites.’ Instructs FEMA to create federally supported community vaccination centers.

‘Executive Order to Support the Reopening and Continuity of Operation of Schools and Early Childhood Education Providers.’ It directs the Department of Education and HHS to provide guidance for reopening and operating schools, daycare centers and higher education institutions safely.

‘Executive Order on the Protection of the Health and Safety of Workers.’ Requests the Occupational Health and Safety Administration to release clear guidance on Covid-19 and decide whether to establish temporary emergency standards and instruct OSHA to apply worker health and safety requirements.

‘Executive Order on the Promotion of COVID-19 Security in Domestic and International Travel.’ It requires the use of a mask at airports and certain means of transport, including many trains, airplanes, sea vessels and intercity buses. International travelers must provide proof of negative Covid-19 tests before coming to the USA.

‘Executive Order to Ensure an Equitable Response to Pandemic and Recovery.’ Creates the Covid-19 Health Equity Task Force to help ensure equitable pandemic response and recovery.

‘National Security Guideline on United States Global Leadership to Strengthen the COVID-19 International Response and to Advance Global Health Security and Biological Preparation.’ A presidential guideline to restore America’s leadership, support the international pandemic response effort, promote resilience to future threats, and advance global health security and the Global Health Security Agenda.

‘Executive Order on Protection of the Federal Workforce and Requirement to Wear Masks.’ Launches the “100 Day Mask Challenge”, asking Americans to wear masks for 100 days. It requires masks and physical distance in federal buildings, on federal land and by government contractors, and urges states and local governments to do the same.

‘Letter to His Excellency António Guterres.’ It prevents the United States from withdrawing from the World Health Organization, with Dr. Anthony Fauci becoming the head of the WHO delegation.

‘Executive Order on Organization and Mobilization of the United States Government to Provide a Unified and Effective Response to Combating COVID-19 and Providing United States Leadership in Global Health and Security.’ Creates the position of Covid-19’s response coordinator, reporting directly to Biden and managing efforts to produce and distribute vaccines and medical equipment.

Census

‘Executive Order on the Guarantee of a Legal and Accurate Enumeration and Distribution according to the Ten Year Census.’ It requires non-citizens to be included in the census and the distribution of representatives in Congress.

Immigration

‘Preserving and strengthening the deferred action for childhood arrivals.’ It strengthens DACA after Trump’s efforts to undo protections for undocumented people brought into the country as children.

‘Proclamation on Ending Discriminatory Bans on Entry into the United States.’ Reverses the Trump administration’s restrictions on US entry for passport holders from seven Muslim-majority countries.

‘Executive Order on the Review of Civil Immigration Application Policies and Priorities.’ Undo Trump’s expansion in immigration enforcement.

“Proclamation on ending the emergency with respect to the southern border of the United States and redirecting diverted funds to build the border wall.” It stops the construction of the border wall by closing the national emergency declaration used to finance it.

‘Restoration of the Forced Departure Deferred for Liberians.’ Extends deportation deferrals and work permits for Liberians with refuge in the United States until June 30, 2022.

ethic

‘Executive Order on Ethical Commitments by Executive Staff.’ It requires executive appointees to sign an ethical pledge preventing them from acting in the personal interest and demanding that they defend the independence of the Department of Justice.

Regulations

‘Modernizing Regulatory Review’. Directs the director of the White House Management and Budget Office to develop recommendations for modernizing the regulatory review and undoes Trump’s regulatory approval process.
