Biden will also terminate the license for the Keystone XL pipeline, issue a proclamation ending the emergence of the border wall and submit an immigration bill to Congress. It is not yet clear exactly what will be in the immigration legislation. Biden’s transition declined to comment.
The new administration will also take steps to protect Dreamers and improve the diversity and equity of the workforce across the federal government. Biden will also announce a date for a US-based climate summit
The actions are largely grouped into groups that aim to address the four crises that Biden focused on: the coronavirus pandemic, climate change, racial equality and the economic recession.
Klain specified other actions in Saturday’s memorandum, including rescinding the travel ban in several Muslim-majority countries, resuming Paris climate agreements, extending payment limits for student loans and evictions instituted during the pandemic and issuing a masking mandate in federal and interstate travel properties.
“These executive actions will provide relief to the millions of Americans who are fighting these crises,” wrote Klain. “President-elect Biden will act – not only to reverse the most serious damage from the Trump administration – but also to start moving our country forward.”
