State governors control their own National Guard units, as well as accept or reject the use of out-of-state units within their borders. The District of Columbia, however, has no governor, so it must rely on Pentagon approval and instructions.
“Our guard mobilized and was ready, but we couldn’t really cross the border into DC,” said Hogan. “Without the OK. It took a while, we had to climb the mast, our generals talking to Washington’s generals. We were mobilizing. We had our police there, we had our guard mobilized and we were waiting for that call. “
Hogan, a frequent critic of President Donald Trump, criticized him for his role in Wednesday’s riots.
“I have no doubt that he was, he was responsible for inciting this turbulent mob,” said Hogan. “That this was an insurrection. You know, they invaded the Capitol and threatened to kill the vice president and endanger people’s lives. And he had a huge role, a huge role to play in that.”
